Abstract
The final confirmed radio transmission from Amelia Earhart’s Lockheed Electra NR16020 on 2 July 1937 has traditionally been treated primarily as the terminal communication of a failed approach to Howland Island.
Yet the navigational content of that transmission deserves closer examination. Earhart reported that the aircraft was on a line of position of 157°–337° and that it was “running north and south.”
Rather than indicating that Earhart and navigator Fred Noonan had become wholly lost, the transmission suggests that Noonan retained a celestial navigational
reference while lacking the second positional constraint necessary to determine precisely where the aircraft lay upon that line.
This study reconstructs the sequence of radio and navigational events during the final documented phase of the Lae–Howland flight. Particular attention is given to the reported distances from Howland, Earhart’s statement that the aircraft should have been in the island’s vicinity.
The unsuccessful attempt to obtain a radio direction-finding bearing, the reported circling maneuver, and the subsequent 157°–337° transmission. The analysis distinguishes between what the primary documentation establishes and what later reconstructions infer.
It argues that the final hour should be understood as an organized navigational search rather than an undirected flight by an aircraft whose crew possessed no positional information.
The study further considers the geographical implications of movement along the 157°– 337° line without assuming either a northwest or southeast terminal course. When considered alongside the endurance problem examined in Part I, the final transmission substantially broadens
the analytical question.
The disappearance cannot be reconstructed solely by asking where an aircraft near Howland would have crashed after exhausting its fuel.
It must also ask what Noonan
could have done with his remaining navigational information and whatever usable endurance
remained after the final confirmed transmission.

I. Introduction: The Last Navigational Evidence
At approximately 0843 local ship time on 2 July 1937, the radio operators aboard the
United States Coast Guard cutter Itasca received the final confirmed communication from Amelia
Earhart’s Lockheed Electra NR16020. The surviving radio record preserves the essential portion
of the message: the aircraft was “on the line 157 337.” An official Coast Guard reconstruction of
the morning’s communications rendered the fuller message as stating that the aircraft was on the
157°–337° line of position and was “now running north and south.”
No further confirmed transmission from NR16020 was received.
The statement has subsequently become one of the most frequently cited pieces of evidence
in the Earhart disappearance. It has also become one of the most frequently interpreted.
The distinction is important.
The historical evidence establishes that Earhart transmitted a 157°–337° line of position.
The Coast Guard record further attributes to her the statement that the aircraft was running north
and south. Neither statement, however, provides the geographical coordinates of the aircraft.
Neither establishes whether NR16020 lay northwest or southeast of Howland. Neither identifies
which direction along the line was flown first, whether the aircraft reversed direction, or how long
the search continued after the final transmission.
The final message therefore contains simultaneously one of the strongest pieces of
navigational evidence in the case and one of its greatest ambiguities.
This study proposes that the transmission should first be interpreted according to what it
demonstrates about the navigational condition aboard NR16020.
Earhart and Noonan were not without navigational information.
They possessed a line.
Their problem was determining where they were upon it.
That distinction fundamentally changes the reconstruction of the final phase of the flight.

II. The Howland Problem
Howland Island represented an unusually unforgiving destination for long-range aerial navigation.
The flight from Lae, New Guinea, required Earhart and Noonan to cross approximately2,550 miles of the central Pacific before locating an island only a few miles in length and rising only slightly above sea level.
Even competent dead reckoning and celestial navigation could place an aircraft within the general vicinity of Howland while leaving sufficient positional uncertainty
for the island to remain unseen.
The navigational difficulty was therefore not necessarily reaching the longitude or general vicinity
of Howland. It was finding the island once there.
A comparatively small accumulated error over a trans-Pacific flight could place an aircraft tens of miles north or south of its intended track.
Such an error would be trivial relative to the distance already flown but potentially catastrophic when the destination itself represented an exceedingly small visual target.
Noonan’s task consequently involved two related but distinct problems. First, he had to bring NR16020 across the Pacific to the vicinity of Howland. Second, after reaching that vicinity, he had to establish sufficiently precise positional information to permit Earhart to locate the island visually.
The surviving radio record suggests that the first task may have been substantially accomplished. The second was not.

III. A Line of Position Is Not a Fix
The meaning of the final transmission depends upon a fundamental principle of celestial navigation.
A celestial observation can produce a line of position: a geometrical line upon which the navigator determines that the observer is located.
Such a line does not, by itself, establish a unique geographical position. The navigator knows that the aircraft lies somewhere along the line. A second independent positional constraint is required to establish a fix.
For Noonan, the rising sun provided a particularly useful celestial reference during the approach to Howland. A sun observation could be reduced to a line of position oriented
approximately northwest–southeast. The reported 157°–337° line is consistent with such a navigational procedure.
This does not mean that the surviving transmission permits the modern investigator to draw a single line through Howland and declare that NR16020 occupied a particular point upon it.
The message supplies orientation not coordinates.
The distinction has sometimes been obscured in reconstructions of the disappearance. Once a 157°–337° line is drawn upon a modern map, there is a natural temptation to transform the geometrical line into an aircraft track.
That transformation is not justified by the evidence alone.
The line represented positional information. It became a possible flight path only when Earhart stated that the aircraft was running along it. Even then, the transmission did not establish where upon that line the maneuver began.

IV. Approaching Howland
The radio chronology preceding the final transmission provides the necessary context. During the morning approach Earhart reported progressively decreasing distances from Howland.
The Coast Guard’s contemporary reconstruction recorded a report of approximately 200 miles remaining, followed later by a report of approximately 100 miles. The precision of those estimates should not be overstated.
They were navigational estimates transmitted from an aircraft that had crossed thousands of miles of ocean.
Nevertheless, they demonstrate that Earhart and Noonan believed the flight was converging upon Howland.
The situation became critical when Earhart transmitted that the aircraft should have been in the immediate vicinity of its destination. Her message was recorded by the Coast Guard in substance as: “We must be on you but cannot see you.”
She also reported that the aircraft was flying at approximately 1,000 feet and that its fuel was running low. This transmission is frequently interpreted as evidence that Earhart was lost. That characterization is imprecise.
She knew where she believed Howland should be. What she did not know was why it was not visible. There is an important navigational difference between an aviator having no meaningful knowledge of her position and an aviator arriving at an estimated destination position but failing to identify the expected visual reference.
The latter condition more accurately describes the evidence.

V. The Failure of Radio Navigation
The Itasca had been stationed at Howland in part to assist Earhart during the terminal approach. Radio direction finding offered a potential solution to the problem confronting the Electra.
If Earhart could obtain a bearing on a transmission originating at or immediately adjacent to Howland, she could convert the radio signal into directional information. That solution failed.
Shortly before 0800, Earhart reported that the aircraft was circling and requested that Itasca
transmit a long count on 7500 kilocycles. The cutter complied. Earhart subsequently reported that she had received the signals but was unable to obtain a minimum. The distinction is crucial.
The Electra could receive the transmission.
It could not convert the transmission into a usable direction. The problem therefore was not simply radio silence. It was the failure of radio navigation.
At virtually the same moment that Earhart and Noonan most needed a second positional
reference, the radio system failed to provide it.
The Coast Guard’s subsequent official dispatch emphasized the communications difficulty.
It recorded that Itasca had been unable to obtain an emergency bearing on Earhart because of the
brevity of her transmissions and the use of voice, while Earhart apparently did not receive or
comply with requests that would have permitted the cutter’s direction finder to obtain a bearing.
Thus, neither side successfully solved the other’s position. The ship knew its own position but could not determine the aircraft’s. The aircraft could hear the ship but could not determine the direction from which its signal originated. That failure returned the navigational problem to Noonan.

VI. From Circling to the Line
The chronology between the statement that the aircraft should have been over Howland
and the final 157°–337° transmission is particularly revealing.
At approximately 0730 in the Coast Guard’s reconstructed message chronology, Earhart
reported that she believed the aircraft should have reached Howland.
At approximately 0757 she reported circling and requested the 7500-kilocycle transmission.
At approximately 0803 she reported receiving Itasca but being unable to obtain a minimum.
At approximately 0844 in the official dispatch—0843 in the Bellarts radio log—she reported the
157°–337° line. The sequence is consistent with an escalating series of attempts to solve a positional uncertainty.
First, Earhart expected to locate Howland visually.
She did not.
Second, she attempted to acquire directional information by radio. That failed.
Third, the crew reverted to the navigational information still available to them.
The line of position.
This interpretation does not require speculation about a particular disappearance theory. It
follows directly from the chronological relationship between the recorded transmissions.
The final message was not an admission that the crew possessed no navigational information. It was a statement of the navigational information they still possessed.

VII. “Running North and South”
The phrase “running north and south” requires particular caution. A 157°–337° line is not geographically north–south in the strict sense. Its orientation is approximately north-northwest to south-southeast.
Earhart’s wording should therefore not be read as a precise compass description. In context, the phrase appears to communicate movement in opposite directions along the line. This interpretation suggests a deliberate search procedure.
If Noonan believed Howland lay upon or near his line of position but did not know whether the aircraft had intercepted that line north or south of the island, a search along the line represented
a rational response.
The conceptual procedure is straightforward.
Reach the line.
Turn along it.
Search visually.
If the island does not appear after a predetermined distance or time, reverse direction and search through the estimated position toward the opposite side.
The surviving evidence does not demonstrate that this exact pattern was completed. It does, however, make such a procedure consistent with the final transmission.
The important point is that the aircraft’s movement need not have been random.
“Running north and south” may describe an organized attempt to resolve uncertainty
along a known positional axis.

VIII. Which Direction Came First?
Here the evidence reaches its limit. The surviving confirmed communications do not identify whether Earhart initially flew the 337° direction or the 157° direction. This uncertainty is fundamental.
If the Electra first followed 337°, it would have moved generally north-northwest. If it first followed 157°, it would have moved generally south-southeast.
A reversal could have resulted in both sectors being searched. The distance flown in either direction is equally unknown.
Consequently, any reconstruction that identifies one direction as the established final course exceeds the documentary evidence. This applies equally to competing disappearance theories.
The 157°–337° transmission does not prove that Earhart flew southeast toward the Phoenix
Islands. It does not prove that she continued northwest into the open Pacific.
It does not prove that she remained immediately adjacent to Howland. It establishes only the navigational line and reported movement along it.
This limitation is methodologically valuable.
Historical reconstruction is strengthened, rather than weakened, when the boundary between evidence and inference is explicitly identified.

IX. The Southern Geography
Although the evidence does not establish a southeast turn, the geography of the 157°
direction deserves examination because it differs substantially from that of the reciprocal direction.
Baker Island lay relatively close to Howland.
Farther southeast lay the Phoenix Islands.
Among those islands was Gardner Island, now Nikumaroro.
This geographical alignment has naturally attracted considerable attention in subsequent Earhart research.
Yet geography alone cannot establish intention.
The existence of islands along the southeastern sector does not demonstrate that Noonan
selected them as alternate destinations.
Nor does the final transmission identify Gardner, the Phoenix group, or any other alternate.
Nevertheless, the geography becomes relevant once the question is framed in terms of
decision-making rather than destination.
If the search for Howland eventually had to be abandoned, a navigator faced with
diminishing fuel and an unresolved position would have needed to evaluate the available
alternatives.
The northwest and southeast directions did not present equivalent geographical prospects.
The 337° sector increasingly offered open ocean.
The 157° sector eventually intersected additional island geography.
This asymmetry does not prove the route taken.
It establishes that the two possible directions presented different navigational choices.

X. Endurance and Search Geometry
The endurance problem examined in Part I becomes inseparable from the 157°–337° problem.
A reconstruction of the aircraft’s possible movement after 0843 depends directly upon how
much usable fuel remained aboard NR16020.
If only a very small reserve remained, the possible geographical displacement after the
final transmission was correspondingly limited.
If substantially greater endurance remained, the possible search area expanded rapidly.
The disputed character of the reported “half-hour fuel” statement therefore matters not simply because it affects the estimated time of fuel exhaustion. It affects geography.
At an airspeed of approximately 120–140 miles per hour, each additional hour of endurance
potentially represents well over one hundred miles of displacement before wind is considered.
Two additional hours transform the search problem. Three hours transform it again.
This does not establish that the Electra possessed such endurance.
It demonstrates why an unsupported assumption about fuel cannot safely be converted into
a geographical boundary.
The 157°–337° line and the fuel question are therefore not separate mysteries. They are two dimensions of the same reconstruction.
The line defines possible direction. Fuel defines possible distance.

XI. What Signal Strength Can and Cannot Establish
Contemporary recollections concerning the strength of Earhart’s transmissions have often
been employed to argue that NR16020 must have been extremely close to Howland.
The Bellarts material deserves attention in this regard. Bellarts later recalled that Earhart’s
final transmissions were exceptionally strong, sufficiently so that he expected the aircraft to appear near the island.
The observation is historically significant. It is not a geographical coordinate.
High-frequency radio propagation depends upon numerous variables, including transmitter
power, antenna characteristics, propagation conditions, frequency, and atmospheric effects.
Signal strength can therefore support a general impression of proximity without establishing a precise distance.
The evidence consequently permits a limited conclusion.
Personnel aboard Itasca believed Earhart was nearby.
It does not permit the modern investigator to place the Electra at a particular radius from Howland solely from signal strength.
This distinction again separates contemporary perception from geographical proof.

XII. The Missing Second Coordinate
The central navigational problem can now be stated more precisely. Noonan apparently possessed one positional dimension.
The 157°–337° line.
He lacked a reliable second constraint. A successful radio bearing might have supplied it.
A visual sighting of Howland would have supplied it
A second celestial line sufficiently different in orientation might eventually have supplied it.
None is documented before communications ceased.
Thus, the final navigational condition aboard NR16020 may be represented conceptually as:
Known: a line of position.
Unknown: the aircraft’s precise location along that line.
This is not equivalent to being completely lost.
It is a constrained uncertainty. That constrained uncertainty explains why movement along the line was rational.
If Howland lay somewhere along the line and the aircraft’s error was primarily along that axis, searching the line offered a means of converting an uncertain position into a visual fix.
The tragedy was that Howland remained unseen.

XIII. The Decision Point
Eventually, however, a search procedure becomes a fuel-consumption procedure.
Every minute spent searching for Howland reduced the endurance available for an alternate course.
At some point Earhart and Noonan would have faced a decision.
- Continue searching the line for Howland.
- Reverse direction again.
- Attempt another radio procedure.
- Or abandon Howland and navigate toward another geographical objective.
The surviving confirmed radio record does not tell us when that decision occurred. Indeed, it does not prove that the crew survived long enough to make it.
Nevertheless, the existence of the decision point follows from the circumstances.
An aircraft cannot search indefinitely.
If NR16020 remained airborne after the 0843 transmission, every subsequent minute
progressively changed the balance between continued search and diversion.
This is where the final confirmed transmission becomes particularly consequential.
The historical record does not end with an aircraft wandering without navigational purpose.
It ends while the crew was apparently executing a navigational procedure.
What happened when that procedure failed remains unknown.

XIV. Reconsidering “Lost”
The word lost has dominated descriptions of the Earhart disappearance for nearly ninety years.
It is useful in the ordinary sense.
The aircraft disappeared and its ultimate location remains unknown.
Navigationally, however, the term can obscure more than it explains.
A navigator may possess an estimated position while lacking a fix.
He may possess a line of position without knowing his location upon it.
He may know the approximate relationship between his aircraft and destination without
being able to see the destination.
All three conditions involve uncertainty.
None necessarily constitutes complete navigational disorientation.
The final transmissions indicate that Noonan retained at least one structured navigational
reference.
This matters because historical explanations of the disappearance often begin from an image of two aviators simply flying until their fuel tanks emptied.
The primary record suggests a more complicated situation.
- They were searching.
- They were attempting radio direction finding.
- They possessed a line of position.
- They were moving along it.
The disappearance occurred within that process.

XV. From Navigation to Search History
The distinction becomes even more important when the subsequent government search is
examined.
The Coast Guard and Navy did not possess the luxury of knowing what happened after 0843.
- They possessed fragments.
- They possessed fragments.
- Radio transmissions.
- Estimated positions.
- Fuel assumptions.
- Fuel assumptions.
- Possible bearings.
- Reported post-loss signals.
- And the 157°–337° line.
Commanders were forced to transform those fragments into geographical search areas.
As additional information arrived, those areas changed.
Itasca began searching. Other vessels were diverted. Aircraft were committed.
The battleship Colorado entered the operation.
Eventually the carrier Lexington and her aircraft conducted an enormous systematic search
over waters north and west of Howland.
The geography of that search is itself historical evidence. It records what contemporary authorities believed possible at different stages of the investigation.
Understanding the 157°–337° line is therefore necessary not only for reconstructing Earhart’s final navigation.
It is necessary for understanding why the subsequent search went where it did.

XVI. Conclusion
The 157°–337° transmission is perhaps the most important surviving navigational statement from the final phase of Amelia Earhart’s flight.
Its significance lies not in providing the missing aircraft’s location.
It does not.
Its significance lies in revealing the nature of the navigational problem confronting Earhart
and Fred Noonan.
The available evidence indicates that the crew believed it had reached the vicinity of
Howland Island but could not locate the island visually.
An attempt to obtain directional information from Itasca failed despite Earhart’s reception of the cutter’s transmission.
Noonan nevertheless retained a celestial navigational reference expressed as the 157°–337° line of position.
The final confirmed communication therefore does not describe an aircraft wholly without
navigational information.
It describes an aircraft operating with incomplete navigational information.
That distinction is fundamental.
Noonan apparently knew a line upon which he believed the aircraft to be situated.
He did not know, with sufficient precision, where upon that line the Electra lay relative to Howland.
Movement along the line represented a rational response to that uncertainty.
The documentary record does not establish which direction was searched first. It does not
establish how far either direction was searched.
It does not establish a subsequent course toward
the Phoenix Islands, nor does it establish a terminal crash near Howland.
Those remain hypotheses.
What can be established is narrower but more consequential.
At the moment of the final confirmed transmission, Earhart and Noonan were apparently still engaged in an organized attempt to solve their navigational problem.
The line determined the possible directions of that search.
Remaining fuel determined its possible extent.
The failure to locate Howland eventually would have forced another decision.
What Earhart and Noonan decided cannot presently be recovered from the confirmed radio record.
The actions of those who searched for them, however, can.
The next stage of the investigation therefore moves from the cockpit of NR16020 to the
plotting tables, radio rooms, bridges, and aircraft of the United States Coast Guard and United
States Navy.
Their search began with an assumption about where Earhart ought to have been.
Within hours, radio reports and competing interpretations began pulling that search elsewhere.
The disappearance had become a second navigational problem.
This time, the navigators were searching for Amelia Earhart.
